How to Find Top X% or Bottom X%?

There are important questions that you need to answer whenever you are faced with a dataset. On top of these questions are the top x-percentage or bottom x-percentage. For example, working on a stores dataset, what are the top 10% of stores with the most number of orders, and on the other side, what are the bottom 10% of stores with the least number of orders?  A data scientist should be able to interpret a dataset to derive meaningful insights. The above questions are one of the basic questions that come to mind, especially when working with sales datasets.
